RCV-0-012 - RC Freedom Celebration
Dear Fellow RC Flyers and Hobbyist,
On Aug. 2, 2014 Win Dematera hosted a get together which is appropriately called "RC Freedom Celebration." This event was attended by many of the leaders and organizers of Flying fields throughout Metro Manila. Below is a picture of many of them and just to honorably name a few of the veterans, Obi Mapua, Doc Estrada, Jimbo and Members of Pilippines RC Congress Representatives and of course the flying clubs namely, MRCC, Doers, Brittany, UPCMO, T3 Tomana, A.N.G.A.S, and others.
Personally I would like to take this opportunity to reiterate and also expound on the siginficance of the "RC Freedom Celebration." For many of the new flyers, this event may not have such a significant impact on how important it is to the veterans of this hobby and of course new hobby flyers alike, therefore, please allow me to indulge on enlightening this fact.
RC Flying or some sort of flying hobby activities have been in the Philippines for over 50 years. Yes, that is "HALF A CENTURY' ago! The proudest achievement that the RC Hobbyist can claim over this matter is for over half a century, we have had ZERO ( 0 ) Fatalities and ZERO major injuries (most injuries were inadvertantly operator finger injury in relation to propellers and are self inflicted rather than flying related) Therefore, for Half a Century, the RC Flying Community of the Philippines has been very responsible in keeping its nose clean. This is a great legacy that we have achieved, therefore preserving this legacy is paramount importance to all RC Flyers. "ZERO REPORTED INCIDENT FOR 50 YEARS! - A GREAT LEGACY TO BE VERY VERY PROUD OF."
On July 25, 2014, (Friday) the CAAP Regulatory Memorandum Circular officially came out and was reported on major newspapers making it active and in effect, banning all forms of RC Flying throughout the Philippines. In essence ALL RC FLYING CONTRAPTIONS WEIGHING MORE THAN 100g WERE GROUNDED.
Win Dematera, an avid RC flying hobbyist, a commercial pilot, designer of UAV planes himself and an ultralight sports plane enthusiasts got wind of the news on July 25, 2014 and quickly went to visit CAAP office to talk to the officers. We the RC flyers are lucky to have someone like Win on our side because due to his credentials and his line of work, he by default already has working relations with CAAP for over Twenty (20) years. Therefore, he already knew who are the right people to talk to in order to gain clarifiation.
His initial attempt on July 25, 2014 was a failure. Most people may not have known this, but the answer with CAAP on Friday, July 25, 2014 was a resounding "NO!" IN OTHER WORDS, ALL RC FLYING WERE GROUNDED.
Not giving up, he went back again on Monday, July 28, 2014. This time he scrutinized the regulation word for word and found one line on the circular that may just be able to "FREE US ALL FROM THE CLUTCHES OF DESPAIR." The clause can be seen in the CAAP's website and to look at 126.96.36.199.
This time, he was able to begin clarifying with CAAP utilizing this line on the regulation and pleaded with them that we the flyers be given the priveledge to continue with our recreational flying. It was an awsome milestone, but he was not clear out of the woods yet. Therefore, the second apptempt, he saw "LIGHT AT THE END OF THE TUNNEL"
Finally he went back on July 30, 2014 - in hopes of getting the final go ahead. And sure enough HE NAILED IT! THIRD ATTEMPT - "WE WON OUR FREEDOM BACK!"
Win was successful in his endevour because CAAP knows and acknowledes that we the RC Flyers of the Philippines have been around for a while and have had ZERO reported incident all throughout the 50 years. In a way, this is basically CAAP returning a favor for GREAT BEHAVIOR by allowing the RC Flyers of the Philippines to maintain "STATUS QUO" and carry on with what we have been doing. For this we are EXTREMELY greatful to CAAP.
This is the reason why this RC Victory Celebration, oops sorry, I mean, "RC FREEDOM CELEBRATION" is so significant to us all because for a period of one whole week, we in essence;
- "LOST OUR FREEDOM TO FLY"
- "WE GOT OUR WINGS CUT"
- "WE WERE GROUNDED"
Therefore gaining it back is such a sweet VICTORY! (Sorry, not really promoting my own company, just choice of words). Now, I hope that this little blog answers and put into prospective why this simple little celebration on Aug. 2, 2014 is not just a simple matter but a MAJOR MILESTONE AND HISTORY MAKING FOR US ALL RC FLYERS.
Let us all move on being responsible RC Flyers and ensure that the next 50 YEARS we all maintain a great legacy of ZERO REPORTED INCIDENT
